Introduction to the Employment Pass (EP)

Singapore, known for its robust economy and strategic location, has always been a magnet for professionals seeking opportunities abroad. The city-state offers a structured and transparent system for foreign professionals to work there, primarily through the Employment Pass (EP). If you're considering making a move to Singapore for work, here's what you need to know about obtaining an EP.

Comprehensive Assessment for Employment Pass Scheme (COMPASS)

To ensure a balanced and fair evaluation of EP applications, MOM uses the Comprehensive Assessment for Employment Pass Scheme (COMPASS). This framework evaluates candidates based on foundational and bonus criteria.

Foundational Criteria:

  • Salary: The candidate's fixed monthly salary is compared to local PMET (Professionals, Managers, Executives, and Technicians) salaries for the sector by age.
  • Qualifications: This considers the educational background of the candidate. Holding a degree from a top-tier university can earn additional points.
  • Diversity: This criterion assesses the share of the candidate's nationality among the organization's PMETs. Organizations are encouraged to have a diverse workforce.
  • Support for Local Employment: Organizations that create opportunities for the local workforce and build complementary teams of both local and foreign professionals are recognized.

Bonus Criteria:

  • Skills Bonus (Shortage Occupation List): This bonus is awarded for jobs that require highly specialized skills, which are in shortage in the local workforce.
  • ο»ΏStrategic Economic Priorities Bonus: Organizations that undertake ambitious activities in partnership with economic agencies or are endorsed by the National Trades Union Congress (NTUC) for transformation activities can earn this bonus.New Paragraph

Exemptions from COMPASS

Certain candidates are exempted from the COMPASS evaluation. These include individuals:

  • With a fixed monthly salary of at least $22,500.
  • Applying as an overseas intra-corporate transferee.
  • ο»ΏFilling a role for 1 month or less.

Tools and Resources

MOM provides several tools to assist both employers and candidates:

  • Workforce Insights Tool: Available on the myMOM Portal, this tool provides insights into an organization's workforce profile and industry benchmarks.
  • ο»ΏSelf-Assessment Tool (SAT): Before applying, employers and employment agents can use SAT to check a candidate's eligibility.
